50 Streets in Londonderry “non compliant” subject to changes

On June 9th 2009 the NH Department of Public Safety, Bureau of Emergency Communications identified numerous streets in Londonderry with names that are considered non-compliant with National Emergency Number Association (NENA) standards.  Standards were drafted to ensure a clear, rational and unambiguous addressing system that results in the fastest possible emergency response when calls are placed to the state 911 system.  Roads with non-compliant names may potentially delay locating a given address in an emergency.

In a memo to Chairman Mike Brown, Firefighter James Bilodeay, 911 Coordinator and John Vogl, GIS Manager/Planer indicated, “A total of 50 streets in Londonderry were identified as non-compliant, which includes a total count of 1,499 properties.  The issues were identified during a review of Londonderry’s Master Street Address Guide (MSAG) by 911.”

The council tonight formed a committee made up of Town Employees to determine and suggest proposals to the Town Council on road name changes and numbering changes in Londonderry, New Hampshire.

In the report the team noted; “Having been made aware of potential public safety concerns, the Town has a statutory duty to act and clear up similar sounding or confusing road names.  A court decision from December 2nd, 2002, referred to as the Swanzey decision, found the town of Swanzey at fault for being made aware of but failing to correct known ambiguities.  This decision provides an indication of how courts might rule on future cases.  Language from the decision follows:”

“Regardless of whether the board [sic] actually made the street name change and then revoked its decision or simply considered the name change and failed to act, the town had a statutory duty to take action once it was made aware or [sic] public safety concerns. Therefore, the town was required to change the street name and its failure to act resulted in the violation of the statute. The court finds that the doctrine of governmental immunity does not apply because the action complained of was not a discretionary function but instead a statutory duty.”

The committee may recommend pursuing changes to all, some or none of the identified streets.

Town Manager Dave Caron indicated in an to Londonderry Hometown Online News in an email, “Please understand that the roads listed include all identified conflicts with the E-911 recommendations; as the process moves along, I am confident that a number of these roads will experience only slight or no changes.”

    Some of these clean-ups seem straightforward and make common sense. But, one that caught my eye was South Road: “Use of directional prefix as road name.” I don’t get that. It’s a name, whether it’s also a directional prefix or not. The road is on the map, and is a well-known and easy-to-find road in town. I don’t see the confusion there.

      I agree, this is ridiculous. I live on South Rd there is no confusion.
